    I configured correctly.
    The button is displayed for 1 second and disappears.
    What could be the problem?

    You have currently selected the Wide view .

    To get the Topic button in content you need the following CSS - enter

    in your declaration extra.css ( template )

    Code:
    .nodeListNewDiscussionButton, #BRTL_quickCreateThreadIcon, .breadBoxTop .topCtrl a.callToAction {

        left: auto !important;

    }
