It will be useful if you allow user to make a post below a knowledge base. Sometimes our knowledge base is difficult to understand for several users, or we missed something important right there. If we allow user to make a post below the knowledge base then it will help us to make it more helpful. Or you can put a link out there something like: Ask a question related to this knowledge base and then redirect him to predefined forum or to open a new ticket.
